A historical theme in the course of the Plunket movement was eugenics as King’s interest in infant welfare was partially inspired by eugenic beliefs, these strong beliefs were what shaped the public health agenda during the 1920s. During his university years he was influenced by the theories of an English sociologist, Herbert spencer. as a eugenicist, Truby King held both the environmental and hereditary aspects of eugenic theory, depending on which group was targeted. He differentiated between those he considered irreversibly impaired by hereditary and those able to overpower slight hereditary defects or corrupting environmental influences such as bad feeding, lack of attention or inappropriate education.
