That role changes when dealing with a disaster. In a disaster, the main focuses are addressed in three phases: Pre-disaster (pre-event), this is where development of strategies are made to prevent disaster and decrease the magnitude of the disaster related injuries and damages. Disaster/ early response (event/crisis), the principles of this phase are: non-maleficence (first do not harm), beneficence (putting the welfare of disaster victims first), justice (impartiality), and the respect for autonomy. Post-disaster/rehabilitation (post-event), the needs and dignity of survivors must be considered and respected. Also, at this time developmental efforts should be started to prevent future disasters events.
